Step 1
To obtain a license to trade in alcohol, a seller officially registered with the tax authorities to a legal entity that has codes directly related to this type of trade in the list of its types of business activities must fill out a special application form indicating the information provided by the Business Development Department. The application itself is filled out in one copy, certified by a seal and gives the potential right to obtain a license for up to five years.

This application should be accompanied by all copies of constituent documents and data on the initial registration with the relevant tax authorities, a document confirming the payment of the duty, which today is about 40,000 rubles per year, a document confirming the presence of its own or rented premises for trade purposes with a term use for at least one year, information on the amount of the authorized capital and certification of independent appraisers on contributions to it.
Step 3
Depending on the type of settlement - whether it be urban or rural - the seller is obliged to acquire a room for this kind of trade with an area of 50 or 25 meters, respectively.
Step 4
Alcohol trade also requires the mandatory presence of officially registered cash registers. All alcoholic beverages must have a list of certificates of conformity attached to them, official declarations or their copies certified by a notary.
Step 5
It is also necessary to collect and store all shipping documents, which will contain information on the certificates themselves, the data of the manufacturer and supplier of the goods. These can be invoices, certificates to customs documents, such as declarations for products imported into the country, certified by the seal of the previous owner. For domestic alcoholic beverages, certificates to consignment notes are provided.
Step 6
It is necessary to agree with the local administration authorities on the location of the trade object in relation to educational, medical and other public facilities, for which there are official norms for the distance from the points of sale of alcohol, that is, to obtain permission to establish the boundaries of the adjacent territories.
Step 7
All of the above documents must be kept permanently in the area of the outlet. At the first request of the tax authorities and the buyers themselves, all copies of the certificates of conformity issued by the Gosstandart authorities with the seal of the current owner of the goods, the consignment note and the accompanying certificate, certified by the official seal of the last seller and buyer of alcohol, can be provided.
