Subsidies for utility bills are provided to low-income citizens in accordance with Article 159 of the Housing Code of the Russian Federation and Resolution of the Government of the Russian Federation No. 761 “On measures to support low-income families”. To receive social support, you need to collect a package of documents and contact the district social support service for the population.
Subsidies for utility bills are issued at the social support service for low-income people. It is necessary to submit an application to this organization, documents proving the identity of all family members living in the apartment, a birth certificate for all children, pension certificates and student cards.
All able-bodied family members must present a certificate of income of the 2-NDFL form, pensioners - a certificate of retirement, students - a certificate of a scholarship, people with disabilities - of receiving disability benefits.
You will need a certificate from the BTI about the cubic capacity of the living space, a certificate of ownership or a lease agreement, an order for an apartment or house, an extract from the house book and personal account, a certificate of family composition. All documents must be submitted in originals and additionally presented with certified photocopies. Photocopies can be certified by the housing department or by a notary. The subsidy will be transferred on a monthly basis to the current account of the responsible tenant or one of the owners, therefore, you will additionally need to present the current account number. All government organizations work only with the Savings Bank of the Russian Federation, a current account must be opened with the specified bank.
The subsidy is provided only to those citizens who spend more than 22% of their total monthly income on utility services. The amount of the subsidy depends on the region of residence and is provided only for the cubic capacity of housing, laid down by social standards for one person. All cubic capacity that exceeds the social norms of living in your region will have to be paid in 100% based on the established tariffs.
The right to a subsidy will have to be confirmed every 6 months, providing a fresh package of documents to the social security authorities. In some regions, for example, in Moscow and the Moscow region, a confirmation package of documents will have to be presented once a year.
