A person under the age of 14 is issued a foreign passport through his legal representative. If this is one of the parents, then it is enough to present your passport and birth certificate to confirm your rights in relation to a minor citizen. If it is a trustee or guardian, then in addition an act of the guardianship and trusteeship authority is required. In addition to these documents, an application form, 1 full-face photograph and a receipt for payment of the duty are required. From a citizen aged 14-18, in addition to all of the above, an internal passport is required.
Payment for the service of registration of a foreign passport is made before submitting an application. An old-style identity document abroad will cost a citizen under the age of 14 years 300 rubles, over 14 years old - 1000 rubles. A new passport with electronic information carriers will cost 1000 and 2500 rubles. respectively.
If you need to issue a foreign passport urgently, you must attach a document-basis for an urgent trip abroad to the application. This can be a letter from a Russian or foreign healthcare institution with a medical certificate, as well as a telegraph message from another country, which confirms the death of a close relative or his serious condition.
