Obtaining and replacing driver's licenses is regulated by government decree No. 1396 and order of the Ministry of Internal Affairs No. 782. To obtain a driver's license, you should contact the district traffic police department and collect a number of documents. For residents of large cities, a simplified procedure is provided for obtaining or replacing the rights to drive a motor vehicle. It consists in the fact that you can submit documents to any traffic police, regardless of the area of residence.

Instructions
Step 1
If you have just graduated from courses or an educational institution where you took a training course in the theory and practice of driving, contact the traffic police, fill out the application form of the unified form. Show your completed driving and theory training course, your passport or other proof of identity. To obtain a certificate, you will also need 4 photos of 3x4 with a left corner, a receipt for payment for a driver's license and for passing theoretical and practical exams, a medical certificate with an expiration date.
Step 2
If you have prepared for driving on your own and have studied the rules of the road, that is, if you do not have a document confirming the completion of courses or an educational institution, then present all the specified documents. Additionally, you will need a form from the registration and examination department of the traffic police of a driver's card and a form of an examination card. To be admitted to the exams, you will be asked to take a practice theoretical and practical exam.
Step 3
To obtain international rights, you will need the same documents that are indicated. If you do not have permanent registration, then additionally present a certificate from the place of residence of temporary registration. To obtain international rights, you do not need to pass exams.
Step 4
To obtain rights that have expired, you must contact the traffic police, in addition to the specified documents, present rights that have expired. No exams are required either.
Step 5
If you have lost your ID or it has been stolen from you, then you will be given a duplicate, but only after 2 months, which will be required to verify the information, whether you are deprived of your rights. For 2 months you will receive a temporary license, according to which you will be able to drive a vehicle.
