Citizens of the Russian Federation have the right to appeal to the prosecutor's office any actions that they consider unlawful. Depending on what provisions of the current legislation this department considers violated, it can make a submission to bring the situation in line with the law or initiate a criminal case.

Step 1

Like most official documents, a complaint to the prosecutor's office has a section called a “header”. In the upper part of the sheet, in the right corner, it is written to whom the complaint is addressed (it is possible in the name of the prosecutor, in this case his position is indicated, surname, initials and rank, or simply to the prosecutor's office, then its name is written).

The following is information about the author of the complaint: last name, first name and patronymic, registration and actual residence address (if they do not match), telephone numbers for communication.

Step 2

The second part should be titled "COMPLAINT (on a new line) for illegal actions … (indicate the last name, first name, patronymic of the offender, position held, organization name or other information" or "CRIME REPORT" - depending on what it is about.

Here you set out the circumstances of the incident: what actions you consider illegal, refer to the provisions of the law (article, paragraph, part, title of the normative act), by which you can prove the fact of violation, who can confirm your testimony (with names, addresses, phone numbers of witnesses).

Step 3

After setting out all the essential information, move on to what you are asking for. For example: "Based on the foregoing and guided by the current legislation of the Russian Federation, I PLEASE:"

Next, in order, list the measures that, in your opinion, should be taken: to check the facts stated by you and take measures depending on the results and to which area of law the violation you are reporting belongs to: initiate a criminal case or make a submission about elimination of violations.

Step 4

If you are submitting a paper complaint, be sure to sign it. When sending it through the online application form on the website of the prosecutor's office, this is not required.

Step 5

If you attach documents and other evidence to your complaint (for example, an audio recording of the conversation on a cassette or digital medium), list them in the text of the complaint (("I attach to the complaint: …"). The list is made in a column, with assigning a number to each item.

For a paper document, indicate the number of sheets; for a disc or cassette, specify the serial number or other available identifier.

Attach paper documents to the complaint with a stapler or other means.

Step 6

You can send a complaint to the prosecutor's office in three ways: by mail, take it personally or through the online application form on the official website of the prosecutor's office. In the latter case, you can attach files to the form: scans of documents, audio files, etc. Indicate in the list of attached documents the names of the files, the number of pages and other essential information.

It is better to send a complaint by mail by registered mail with return receipt and a list of attachments.

For a personal visit, make a photocopy of the complaint and all documents attached to it. They will be marked with acceptance.

They should inform you about the measures taken within a month.
