The Moskvich social card is an electronic card issued to residents of Moscow who are eligible for social benefits: pensioners, students, pregnant women and other categories. It gives the right to receive benefits, discounts and special offers provided by the state. It is a traditional plastic bank card "Mir".
For the first time, the acceptance of applications for the issuance of Moskvich social cards began on January 1, 2015. Such a card is issued by banks participating in the program for issuing and servicing social cards of the city of Moscow, as well as directly by the Bank of Moscow itself.
The card provides pensioners with a certain list of benefits and has contactless information reading technology. SMS informing about the movement of funds on the account and service of the card is free. The account balance is charged interest at a rate of 4% per year. The card allows you to pay for purchases, receive healthcare services, withdraw your pension, and much more.
According to the Government Decree numbered 668-PP of November 18, 2014, the following set of benefits is provided for pensioners on the Moskvich social card:
- Free or partially paid travel in surface and underground transport: bus, tram, trolleybus, metro, commuter trains and intercity trains.
- Discounts on payments for purchases throughout the Russian Federation and abroad at all retail outlets equipped with plastic card readers. In Moscow alone, there are more than 5,500 stores that accept the Moskvich social card.
- Discounts on payments for various services.
- Benefits for payment of housing and communal services. Payment for housing and communal services without commission.
- Appointment to a doctor according to health insurance data, information about which is contained in the memory of the card.
- Possibility of paying for a payphone.
- Possibility to add electronic food coupons to the card for use in specialized stores.
- The ability to receive pension and social benefits to the bank account of the card.
- Possibility to pay for a social taxi.
- An overdraft (loan), which is automatically paid off from the next pension.
- The ability to receive loans and credits from banks on favorable terms.
When paying with a travel card in transport, there are no restrictions on the number of passes. However, the interval between fares must be at least 7 minutes. Thus, the possibility of paying for the travel of other persons with a social card is excluded.
At railway and metro stations, the same card can be used no more than 10 times a day. After paying for a train ticket, the card is automatically blocked for 40 minutes. During this time, she will not be able to pay at any station.
The Moskvich social card is a personalized card that is issued only to persons registered in Moscow. It can only be used by the owner, who is prohibited from passing it on to other people.
As a protection against the transfer of the card to third parties, a photograph of the owner and his personal data are placed on the back of the plastic carrier. The front side of the card contains the name of the holder's organization, identification number and built-in chip.
A social card is issued for a period of 5 years, after which it is automatically reissued. The issuance of cards takes place in social protection authorities or in multifunctional centers (MFC).
In case of loss of the card for the period of its renewal, it is envisaged to issue the holder of a concessional ticket.
