Upon reaching the age of 14, every citizen of Russia must have a document proving his identity. Such a document is a passport. In order to avoid any difficulties in its design, you need to prepare everything you need in advance.

Step 1
Prepare a birth certificate. It is on the basis of this document that your passport will be issued.
Step 2
Take 2 3x4 photos. One of them will be placed directly in your passport, the second in your personal file. Pictures can be either color or black and white. Check with your passport office what the background should be in the photo. Somewhere they accept photographs exclusively with a white background, somewhere they accept photos on a pale gray background.
Step 3
Visit the passport office and get a government fee form. You can pay for it at any bank. Also, payment can be made via the terminal or the Internet. Please note that you must provide a receipt or receipt of payment along with other documents.
Step 4
Collect all documents in one folder. You can collect them up to the age of 14. Take the birth certificate, receipt of payment of the state duty, photographs to the housing office or the management company.
Step 5
Write an application for a passport. In most housing offices, it is written in block letters in black pen. When writing a statement, be guided by the sample provided.
Step 6
Wait 2 weeks for the passport to be ready. After this period, come to the passport office to which you are attached and receive your first passport. Before picking it up, sign on the second page of this document. Together with your passport, you must return the birth certificate that you provided as your main document.
Step 7
Please note that all documents, along with photographs, must be submitted no later than 30 days after the age of 14. If the documents are not submitted in due time, then the parents or guardians will have to pay a fine in accordance with Article 19.15 of the Code of Administrative Offenses of the Russian Federation. For 2011, the amount of the fine is 2-2.5 thousand rubles.
