Ukraine is our closest neighbor, so many Russians live in this country, and Ukrainians live in Russia. And although Ukraine has long been an independent state, we (due to habit) do not perceive Ukrainians as foreigners. But it is necessary to accept and recruit citizens of this state as foreigners.
First of all, determine the status of a Ukrainian. If he received a residence permit (that is, he permanently resides in our country), issue it in the same way as a Russian. If a Ukrainian has a temporary residence permit, take him to work only in the region of Russia where he temporarily resides.
A Ukrainian who temporarily arrives on the territory of our country (that is, one who has neither a residence permit nor a temporary residence permit), apply for work in the same way as other foreigners.
Next, take a permit for the use of foreign force (citizens of Ukraine) at your enterprise. To do this, contact your local (territorial) Office of Migration Affairs. Do not forget to pay the state fee. At the moment it is three thousand rubles. Please note that you will be issued a permit for a period of one year (if issued, of course). After that, you must renew it and pay the state duty again.
Next, get a work permit for each Ukrainian worker. You can also get it from the territorial office for migration. Please note that each of your Ukrainian citizens will have to pay a state fee of 1,000 rubles.
And the last thing - if you, having overcome all these difficulties, applied for a job as a citizen of Ukraine, do not forget to continue to pursue the correct policy of the enterprise related to attracting foreign forces. For example, don't forget about major tax differences.
