Step 1
Register with the tax authorities as a sole proprietor or form a limited liability company.

Receive incorporation documents. Then look for a place for the pavilion. Please note: each region has its own standards and requirements for the installation of shopping pavilions. Write an application addressed to the head of the district (or settlement) and submit it to the administration. Indicate the place where you intend to install the pavilion. Sign up for a special commission for short-term rentals. If your question is resolved positively, then a petition will be sent to the mayor's office. Where it will be considered by the Department of Architecture, the Land Committee at the City Hall and the Department of the Consumer Market.
Step 5
After that, you will receive a direction for a topographic survey. On the basis of which you will then order the architectural design of your retail outlet.
Step 6
Coordinate the finished project with the departments of trade, improvement, architecture, land and property relations, as well as with the district (city) administrative technical inspection.
Step 7
Do not forget to get the conclusion of ecologists, SES, traffic police, firefighters, engineering communications and water utility. And also coordinate the project with the deputy and chairman of the commission for short-term rent.
Step 8
Further, with the entire package of collected documents, contact the land management office.
Step 9
After going through all the procedures, having received all the necessary approvals, the administration will sign a lease with you. Having received your copy, you can start building a trade pavilion.
