Step 1
Talk to a person registered with you in the same house, apartment. Ask him to volunteer to come with you from the passport office and check out. If you have a property right to a living space, that is, you are the owner, explain that it is less costly for both you and the person you wish to remove from registration to go peacefully from all sides: financial, moral.
Step 2
When the person you are going to dismiss from the house, apartment, agrees to de-registration, take your passport and identity document of another person who lives with you at the same address. Come from the passport office of the city where the dwelling is located. Ask for the application form from the specialists of this body. A citizen writes a statement to remove him from registration. The substantive part of the document indicates the address where the house, apartment is located. The application is forwarded to the head of the passport office. For some time, the person is discharged. Inform the housing and communal office about the number of registered persons, because charges are made by multiplying the number of registered persons by the rate of consumption of water, electricity, heating.
Step 3
When it is not possible to peacefully resolve the issue of discharge, contact the court at the place of your registration. Draw up an application, write in it your request to deregister a person who lives with you in the same house or apartment. State the reason why you would like to discharge this person. If you have documentary evidence, attach it to the application. As regulated by the Housing Code of the Russian Federation, a person must be registered with another apartment. Therefore, before removing a citizen from registration, he must have a living space. In the absence of such, the court may issue a ruling according to which he has the right to temporarily reside at this address for as long as required.
