In this case, such a "owner" of property, after revealing all violations, faces a lawsuit. The court can seize the apartment and send it to the auction. Therefore, before anyone wants to implement their design ideas, they must be approved by government agencies. Who must issue or not issue permission for the redevelopment of the apartment.
