It will not work to restore the lost passport, you will have to issue a new one. To do this, there are two options - order a document through the website of public services or personally contact the FMS.

Step 1
For citizens of the Russian Federation, in order to obtain a passport for traveling abroad, it is necessary to bring the following documents to the Federal Migration Service at the place of registration:
- Application form for obtaining a foreign passport;
- general civil passport;
- a receipt for payment of the state duty;
- photographs (for a new-type passport - 2 pcs., for an old-style passport - 3 pcs.);
- a military ID with a mark on the passage of service, or a certificate from the military registration and enlistment office (for men of draft age);
- issued in the appropriate order permission from the command (only for the military personnel of the armed forces of the Russian Federation).
Within a month, the application will be considered and a new foreign passport will be issued.
Step 2
You can apply for a foreign passport via the Internet using the portal of public services. To register on it, you need to go through several stages. First - receive an email and enter the code indicated there on the site. Then wait for the SMS on your mobile phone and enter the sent code in the required window. After that, a letter with the final access code will be sent to the registration address, which allows you to use all the functions of the portal.
Step 3
In your personal profile, select the option of the document being drawn up - biometric, for ten years, or the old model - for five years. Fill out the appropriate form for obtaining a foreign passport, attaching a photo to it. After that, wait for a letter or a call from the FMS. The employee will ask you to bring the originals of documents, additional photos, as well as a receipt for payment of the fee. After that, a new foreign passport will be issued.
