You can vote at the place of temporary registration when it comes to federal elections. In the case of regional and municipalities, such a right can be exercised only if the person is located in the territory of the region or municipality, respectively.
Persons registered for more than three months can vote at their place of residence. To do this, you must indicate information about temporary registration in a special application. Students also disappear under this category. Nikolai Bulaev (deputy head of the Central Election Commission) notes: if a person has a temporary registration for more than three months in the territory of the district where the elections are taking place, he is endowed with active suffrage.
You can get an absentee certificate from the precinct commission at the place of main registration. At the same time, early voting now does not exist.
Some subtleties
It is not always possible to vote on temporary registration. For example, it is impossible to do this in another city during municipal elections, since they are held only on the territory of a certain municipality.
If we are talking about the regional form, then you can use the suffrage. When a city is in the same area, the law provides for voting by absentee ballot or by mail. In other situations, difficulties may arise.
The easiest way is to vote in another city at the place of temporary registration, if there are federal elections. A person can get an absentee certificate independently or through a trusted person.
How to get an absentee certificate
For this, a statement is written indicating the reason. You will need to present your passport. If for some reason the person himself cannot do this, then the paper is issued to the representative under a power of attorney certified by a notary. The administration has the right to assure him:
- a medical and prophylactic institution;
- the place where suspects or accused persons are detained;
- military unit.
If the voter is located abroad of the Russian Federation, then the educational institution makes it possible to exercise his right on the territory of the Russian embassy.
Special conditions are provided for students who are registered at the educational hostel. They take part in elections at the precinct of the Electoral Commission, to which the place of their temporary stay belongs. At the same time, they do not need to receive a special certificate. The same right applies to conscripts.
You can find out the address and contacts of the election commission in the local press or on the official website of the regional Election Commission. It is necessary to inform about your desire to take part in the elections in advance. 45-20 days before voting day, you can do this in the territorial commissions. If there are fewer days left, then district ICs are engaged in issuing.
