Step 1

Families can count on receiving affordable housing, according to the Housing Code of the Russian Federation of 2005:

- with insufficient material support, that is, recognized as poor;

- who do not have a living quarters, as well as who are not relatives of people who have one;

- living or owning premises that do not meet the minimum living space standards;

- living in an apartment together with other families, which include a person who is sick with a serious chronic illness, and it is impossible to live together with them.

Step 2

In each region, the amount of monthly income for each family member, corresponding to the norms, is calculated individually. For example, in Moscow and St. Petersburg this amount is equal to 18 thousand rubles.

This amount is calculated as follows: the entire family income is added up, including official salaries, childcare benefits, pensions and other state payments. Then this amount is divided for all family members living under one roof and applying for housing, including children of any age, and pensioners. The cost of all available property, including the car, is also taken into account.

Step 3

The minimum size of a dwelling is calculated in each region of the Russian Federation in its own way. For example, in Moscow and St. Petersburg, 18 square meters is considered the norm. for each family member, including children, in a separate apartment, and 15 sq. in the communal.

Step 4

Categories of citizens with the primary right to register and receive residential premises:

- orphans and children left without parental care;

- disabled people and liquidators of the Chernobyl accident;

- invalids of the Great Patriotic War of the 1st group;

- families left homeless due to the disaster;

- families at birth of twins;

- single mothers;

- residents of dilapidated and dilapidated houses in need of resettlement.

Step 5

Having collected a complete package of documents, attaching an application to it, you need to submit them to the appropriate competent authorities, depending on the region of residence. In Moscow, this body is the District Administration of the place of residence. According to the law and the RF Housing Code, the term for consideration and verification of documents is 10 days, not counting the day of submission of documents. Another 5 days are allotted for making a decision on each application. In case of a positive decision, an accounting file is started and all data and documents are entered into a special database. If the answer is No, you can appeal it to the District Housing and Housing Policy Office or in court.
