According to Federal Law No. 122-F3, when registering a sale and purchase transaction and registering ownership of the buyer, among the documents required for presentation to the FUGRTS there must be an extract from the house book, confirming that all registered on the living space have been removed from the registration register.
It is necessary

Instructions
Step 1
To remove from registration, contact the FMS or the passport office of the housing department. All persons registered on the living space must personally contact the indicated services and fill out an application in the presence of an authorized employee. You will also need to present a passport, title documents for housing.
Step 2
Minors, incapacitated and disabled citizens are removed from registration at the request of their parents, guardians or legal representatives. An extract is made on the basis that the parents, guardians or legal representatives themselves are removed from the registration register, changing their place of residence.
Step 3
If someone cannot personally contact the FMS or the passport office in order to independently deregister for the sale of an apartment, receive a notarized power of attorney, on the basis of which you can perform any legal actions, including making an extract of the principal without his personal presence.
Step 4
Likewise, you can dismiss minors, incapacitated and disabled persons, if you have been issued a notarized power of attorney by their parents, guardians or legal representatives.
Step 5
If one of the citizens registered on the living space does not want to independently deregister and does not issue a notarized power of attorney to you in order to act on their behalf, apply to the court. On the basis of the decree, you will be able to write out all registered ones without their personal presence and without obtaining a notarized power of attorney. But it is necessary to present documentary evidence to the court that deregistration without the consent of the registered person is a legal action.
Step 6
As evidence, present the testimony of witnesses if the person is registered, but has not lived for a long time at the place of permanent registration. If a registered citizen has been convicted and is serving a sentence in places of deprivation of liberty, submit a copy of the court order.
Step 7
All temporarily registered on the living space will be removed from the registration register without their personal presence on the basis of your application.
