The easiest option is to look directly in the passport, since the unit code is indicated in it on the second page, on the fourth line from the top, next to the date of issue. The department code is two groups of three digits separated by a hyphen. The first two digits of the first group indicate the code assigned to a specific subject of the Russian Federation. The third digit is the level of the passport and visa unit that issued the document (1 - the passport and visa service of the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate of the constituent entity of the Russian Federation; 2 - the passport and visa service of the district (city) department (department) of internal affairs; 3 - passport and visa service serving the territory of the city (rural) police station). The three digits of the second group are the code assigned to a specific unit. The code of the department that issued the foreign passport can be found in the passport itself on the page with your photo and basic data - it is indicated in the lower right corner of the page in the field "Authority that issued the document / Authority": the abbreviation "FMS" and a five-digit number. It is also indicated in the general civil passport on the penultimate page in the stamp on the issuance of a foreign passport.

If you are unable to see the unit code in your passport, you can find it out by contacting the police department directly, where you received the document. The phone number of any department can be found via the Internet.
