The winner is the bidder who indicated the lowest value of the goods. The rest of the characteristics are simply not taken into account.

According to 44-FZ, quotation bids are planned to be submitted through a unified information system. However, so far this function remains unrealized, so quotes are submitted by e-mail. To exclude the mass dissemination of information, the application for quotation must be signed with an EDS. The recipient of the quotation application in a response message sends a confirmation of receipt of the application indicating the position and name of the recipient, as well as the date and exact time of receipt. One day is given for consideration of the application.
