Regulation is a local legal act that regulates the rules for the organization and operation of a structural unit, for example, management, department, service, bureau. The regulation may determine the procedure for the implementation of any type of activity, in particular, labor protection, labor remuneration, certification.
The purpose of creating a regulation is to delimit the functions, powers and responsibilities of departments or to regulate any area of activity.
The regulation has a clear structure and consists of sections.

Step 1
Indicate the details of the position: the name of the organization, by whom and when it was approved, its serial number, alphanumeric code, title (about whom, about what).
Step 2
The preamble contains the reasons, grounds and purposes for the creation of the document.
Step 3
Section 1 contains general provisions about the department: its place in the structural diagram of the organization, by whom and when it was created, what normative documents it is guided by in its activities.

Section 2 defines the structure and subordination within the department, the position and the number of employees.

Section 3 sets out the goals of creation and direction of activity.
Step 6
Section 4 details the functions of the department.

Section 5 - rights and responsibilities.

Section 6 - Service Liaisons. Here indicate with which departments and on what issues the department interacts.

Indicate and develop the necessary applications: samples and forms of documents, tables of values, indicators.

Agree the project with the services concerned with the implementation of the regulation.
Step 11
Approve by the head of the organization, certify with a seal.
Step 12
Put into effect in a separate order, where specify the start date and expiration date.
