Official registration is required to obtain civil rights in the city of residence. You can get official registration at the district Department of Settlement and Registration.

Instructions
Step 1
Determine what type of registration is available to you. Registration is considered official, both temporary and permanent. A temporary one is issued for a specified period, for six months, a year or more. It looks like a sheet of paper with a seal and your data. Permanent has no time limit and is indicated by a stamp in the passport.
Step 2
On the living space that belongs to you by law, you must be registered permanently. You do not need to travel to check out from your previous place of residence. The District Passport Office will take care of the discharge. The procedure for issuing registration from one city to another takes about 2 weeks.
Step 3
Permanent registration is also possible if the living space does not belong to you, but the owners agree to register you with them. This requires the consent of all owners of the living space and their personal presence at the registering authority. That is, you and all the owners will have to go to the Settlement and Registration Department. If it is impossible for one of the owners to be present in person, there must be his written consent, certified by a notary.
Step 4
Even if there is the consent of the owners, you may be denied registration if, with your arrival, the number of meters per person falls below the sanitary standard established by law. For individual apartments it is 9 meters per person, for communal apartments 15 meters per person of the total area. Relatives are an exception. They will be registered upon confirmation of the relationship.
