Step 1

Certain categories of citizens have the right to receive a card, namely: persons who are registered with the bodies for social protection of the population, pregnant women or persons who have applied for a one-time allowance for the birth of a child. Also, full-time students, students at state and accredited non-state universities in the city of Moscow, students of secondary and secondary specialized educational institutions, institutions of primary vocational education and persons receiving housing subsidies.

A Muscovite card is issued on the basis of an application form in the established form. Persons who are registered with the bodies for social protection of the population must apply to one of the Directorates for Social Protection (RUSZN) to submit an application. You will need to appear with the following documents: an identity document (for persons under 14 years old - a birth certificate, for persons over 14 years old - a passport of a citizen of the Russian Federation), a document providing the right to social support, a compulsory medical insurance policy and a certificate of compulsory pension insurance. While filling out the application at RUSZN, you will be photographed for free. After filling out the questionnaire and signing it, you will receive a tear-off coupon in your hands, with which you then apply to the RUSZN in due time to receive the punishment of a Muscovite. In addition, you will be given a single social ticket for reduced fare in public transport for a period of 30 days - until the issuance of a plastic card.

Step 3

Students or pupils can get a Muscovite card at specialized points located at some ticket offices at Metro stations or at the place of study (subject to the centralized collection of applications and issuance of cards organized by the educational institution). It will be necessary to take a questionnaire at the ticket office of the metro or at an educational institution, fill it out and return it, presenting the following documents: an identity card, a student card for university students or only an identity card (passport for persons over 14 years old or certificate and birth for persons under 14 years old) for the rest of the students. You will also need a 3x4 photo. The issuance of a social card is carried out at the place of submission of the application; to receive it, you will need the same documents and a tear-off coupon that you will be given after filling out the application form.

Step 4

Pregnant women who are permanently registered in Moscow and registered with an antenatal clinic before the 20th week of pregnancy or no later than 12 months, counting from the month of birth of the child, have the right to receive a social card for calculating benefits for the purchase of children's goods. One of the parents permanently registered in Moscow has the right to receive a social card for calculating a one-time city compensation in connection with the birth of a child. To do this, you need to contact the body for social protection of the population within 6 months from the date of birth of the child.

It is also possible to issue a Muscovite card to receive an additional city childbirth allowance for young families, namely, one of the parents who has a permanent Moscow registration, who applied to the RUSZN within a year from the date of the child's birth. Individuals of this category can fill out a questionnaire at the RUSZN at the place of registration if they have the following documents: pregnant women applying for a card to receive a city lump sum need a passport, a certificate from a medical institution about registration in the period up to the 20th week of pregnancy, compulsory medical insurance policy and pension certificate.

Step 6

The person issuing a card for calculating one-time city compensation payments and additional benefits must provide a child's birth certificate, a certificate from the registry office, a referral from the registry office, a certificate of non-receipt of funds by the second parent. If benefits are received for the birth of a second or more child, birth certificates for older children will also be required. To receive a ready-made card, you will need to provide a tear-off coupon and an identity document.

Step 7

Individuals receiving housing subsidies fill out an application form in one of the branches of the "City Center for Housing Subsidies". In this case, the following documents must be presented: an identity card, a document providing the right to social support, an OMI policy and a pension certificate. For the subsequent receipt of a plastic card, you will also need an identity card and a tear-off coupon.

Step 8

Upon receipt of a personal Muscovite card, a memo on its use and a PIN envelope required for access to an individual bank account, which is opened when the card is produced, must be issued.
