Unemployment is a phenomenon that is present in almost every country. To make the right decision and get out of a possible crisis, each country counts the unemployed population. But practically no method of calculating unemployment can estimate such an indicator as hidden unemployment.

But there are also many who want but cannot get an eight-hour day or a full week.

The reasons for the emergence of hidden unemployment include the unfavorable economic situation in the country and the lack of desire among employers to bear responsibility for the released workers. So, in the case of compliance with Russian legislation, the employer will bear the costs in connection with the reduction of the staff, which will reduce his income. Therefore, organizations very often reduce the length of the working day and the number of working days in a month, thereby employees are forced to leave on their own. In this way, employers save huge amounts of money by not paying compensation. In addition, methods of unlawful pressure on employees, the threat of their dismissal, are widespread. This is done in order to send the employee of his own free will on vacation, which will not be paid.
