The topic of the widespread introduction of juvenile justice in Russia is being actively discussed on the Internet and at the level of politicians. This type of child protection instills fear in some parents and public figures, primarily because of the lack of understanding and insufficient coverage by the authorities of the essence of the reforms.

Step 1

Juvenile justice is a special branch of government that is concerned with protecting the rights of minors. There are two directions in which this child protection system operates.

The first is working with juvenile offenders. Even in pre-revolutionary Russia, ideas were expressed that one should work with juvenile offenders differently than with adults. They returned to this idea already in the nineties. The modern Russian penitentiary system serves primarily to isolate criminal elements, but does not sufficiently contribute to their correction. The introduction of special courts for minors was aimed specifically at preventing future offenses and helping a teenager to return to a normal law-abiding life.

By 2010, in the Russian Federation, in several regions, there were already 6 juvenile courts designed to work with minors. The judges taking part in this project should develop a specific form of work with children and adolescents, aimed primarily not at punishment, but, if possible, at the criminal's awareness of his guilt and at preventing further participation in illegal actions.

Step 4

The second task of juvenile justice is to protect the rights of children, primarily from adults who harm their interests. This aspect of the reform causes the greatest controversy in society, since, according to a number of public figures, such measures to protect children can undermine the authority of their parents. However, in this case, the introduction of juvenile justice is intended only to improve the existing system of guardianship and guardianship bodies. And before the juvenile reform, a child could be removed from the family and transferred to an orphanage due to inadequate care and abuse. However, these bodies often show ineffectiveness in their work when they cannot protect children on time. Since the juvenile reform is still in the process of implementation, it is still difficult to say whether it will be possible to seriously change the situation at its expense.

In many ways, as a plus of juvenile justice, one can cite its successful implementation in certain countries of Europe and America. Despite periodic scandals over disputes over children, it should be noted that in these countries the level of violence against them is much lower than in states with a traditional mentality, where there is practically no interference in family affairs.
