The unified business documentation system dates back to the days of the Soviet Union. By that time, most of the GOSTs belonged, which are still used with minor changes in modern office work. According to him, administrative documents are one of the types of management documentation necessary for the normal functioning of any enterprise.

Step 1
The activities of any enterprise and organization, first of all, must be carried out in accordance with the law and those standards that apply both in the whole country or region, and within the framework of an individual company. This activity is regulated by regulatory and administrative documentation, the types of which are established by the All-Russian classifier OK 011-93. According to him, organizational and administrative documentation is allocated in a separate form, which includes documents related to:
- creation or bankruptcy and liquidation of an enterprise;
- operational and informational regulation of its activities;
- hiring, transfer or dismissal.
The organizational and administrative documents include: organizational, administrative, information and reference, commercial and documents relating to applications and appeals of citizens, as well as documentation on personnel.
Step 2
Administrative documentation includes orders, decisions and orders concerning the main activities of the organization. That is, those business documents in which are brought to the attention of individual employees or the entire workforce, the management and administrative decisions taken by the management of the organization. Thanks to the administrative documentation, interaction is carried out between the management apparatus of the enterprise, its divisions and individual officials.
Step 3
Each of the types of administrative documentation is a local normative act, which formalizes decisions that are one-time or periodic. There is no legal difference between an order and an instruction, but the decision differs from these types of documents, since it is not taken by the management of the organization, but by its collegial body to resolve any production problem or a separate issue.
Step 4
Orders and orders are divided into those that regulate production activities and those that relate to personnel policy and personnel. In terms of content, the first ones relate to organizational issues of activity, planning, financing, reporting, supply and sale of products, goods or services, as well as to other issues of a production nature. The second ones reflect the interaction between the management and each individual employee. These include orders and orders not only for admission and dismissal, but also those related to vacations, work schedule, rewards or disciplinary punishments.
