An insult to a person is a humiliation of the honor, dignity of another person, expressed in an indecent form. Previously, this act was a criminal offense, but now the corresponding article of the Criminal Code of the Russian Federation has lost its legal force, and the insult has become an administrative offense.

According to part 1 of Article 5.61 of the Administrative Offenses Code of the Russian Federation, administrative liability is subject to persons who have committed a simple insult, that is, who have humiliated the dignity and honor of other persons, expressing this in an indecent form. In addition, the second part of the named article provides for stricter sanctions for an insult that is present in the media, a public speech, or a work that is also shown in public. Thus, today there are two types of this act, each of which forms the composition of an administrative offense, entails the appointment of an established punishment.
What punishment can be imposed for insulting a person?
For insulting a person, liability is established in the form of a fine, the amount of which is determined by the administrative body depending on the specific circumstances of the offense. So, a simple insult may result in a fine, and for citizens its size will be 1,000-3,000 rubles, for officials - 10,000-30,000 rubles, for legal entities - 50,000-100,000 rubles.
If an insult to a person is demonstrated publicly, contained in the media, then the amount of penalties increases and ranges from three to five thousand rubles for ordinary citizens, from thirty to fifty thousand - for officials, from one hundred to five hundred thousand - for legal entities. Other types of punishment for an offense of this type are not provided for by the current legislation, although authorized persons are also obliged to suppress attempts to insult in public works or the media, and their inaction may entail bringing to the established administrative responsibility.
