Step 1

For budgetary institutions, the procedure for determining the tariff category of employees is different. In this case, it depends on the results of the certification, although when billing work and assigning grades, the data of the "Unified Qualification Handbook of the Positions of Managers, Specialists and Other Employees" (EKS) are taken into account.

Step 2

The TSA lists the qualification characteristics of management positions, specialists and employees of budgetary institutions. For each position, the duties performed and the requirements for the level of knowledge and qualifications are indicated. Study them and select from the directory those positions that correspond to those listed in the staffing table of your budgetary organization. Engage the heads of divisions and departments to work on tariffication. Together with them, determine the qualification level (grade) for each staff unit.

As a methodological document, also use the "Tariff and qualification characteristics (requirements) for industry-wide positions of employees", which were approved by the Ministry of Labor of the Russian Federation in 2002.

Step 4

Study the regulatory legal acts on the procedure for conducting certification for compliance with the positions held by managers, specialists and employees. When carrying out certification, be guided by the approved resolution of the Ministry of Labor of the Russian Federation "Methodological recommendations for improving the organization of wages."

Step 5

Develop in the organization "Regulations on the certification of employees of a budgetary institution", "Regulations on the certification commission", which will detail the rules of its work. Make up and approve with the head of the organization a list of indicators by which the business qualities of employees will be assessed corresponding to each category. Develop forms of attestation documents. No less than a month in advance, notify employees about the upcoming certification.
