Almost any capable person and, of course, a legal entity can establish a publication (mass media). But a simple institution is not enough - in order for your publication (newspaper, magazine, electronic edition) to be a full participant in civil and other legal relations, it must be registered.
Instructions
Step 1
Registration of a publication consists of several stages. It all starts with the establishment of the publication and the procedure for preparing the documents required for registration. This procedure is clearly regulated, like a set of documents. The law defines all types of forms of publications, that is, forms of periodic dissemination of information. Be that as it may, initially it is required to establish a publication. The founder can be any legal entity whose activities are not prohibited, and an adult citizen, capable, mentally healthy, not serving a sentence in places of deprivation of liberty. A citizen of a foreign state or a person who does not have citizenship and does not permanently reside in the territory of Russia cannot be a founder.
Step 2
For registration it is necessary to apply with a corresponding application to the registering authority. For a publication that will be distributed on the territory of only one constituent entity of the federation, an application is submitted to the Rossvyazokhrankultura department of the constituent entity; when planning distribution on the territory of several subjects - directly to Rossvyazokhrankultura. A sample application can be viewed on the website of the Ministry of Culture and Communications of Russia.
Step 3
Practice shows that it is more profitable from an economic point of view to register a publication as a private person. All you need is a statement and a notarized signature. If the founder is a legal entity, then it will be necessary to provide a package of copies of the constituent documents. Please note that your publication will not be registered if there is already a publication with the same title. So you should worry about this in advance. Among other things, when registering before submitting documents, you will need to pay a registration fee. It is different and can vary from 200 to 10,000 rubles.
Step 4
To simplify your task, you can contact specialized companies that design and support the registration of publications. True, they will have to pay, but on the other hand, you will be provided with legal and any other assistance. Upon completion of the registration procedure, you will be issued a certificate. The refusal to register is appealed in court.
