A building permit can be extended on the basis of article 51, clause 20 of the Urban Planning Code of the Russian Federation, if it was previously received, but not completed by the time the deadlines specified in the documents expire. To renew the permit, you must contact the department of architecture and urban planning of your area with a package of documents.

Step 1
If you received a building permit, but did not manage to complete it and put the new building into operation, then you will have to extend the terms specified in the permit. This must be done before the expiry of the terms specified in the previously obtained permit, otherwise you may be refused an extension. The law stipulates that your application for an extension of the deadline must be received no later than 10 days before the expiration of the previously issued permit.
Step 2
According to article 51, clause 20, it is possible to extend the permit for already started construction. If you have collected all the necessary documents, received a construction passport and a permit, and these documents are drawn up for a period of 10 years, but during this period they did not even begin to build, did not lay the foundation, then you will be refused an extension.
Step 3
To confirm that your construction has begun but not yet completed, contact your local government's Housing Policy Department. Write a request to call the commission, which will draw up an act on the stage of construction started, thereby confirming that you have nevertheless begun to build.
Step 4
Present your civil passport, building passport, permit, commission act from the administration to the architecture department. Based on the submitted documents, the authorization period will be extended within 30 working days from the date of application.
Step 5
Re-issuance of a permit is carried out on the basis of the previous design of the structure and engineering and technical communications, as well as on the basis of previously received approvals from utilities, firefighters and SES. There is no fee for a second permit, that is, it is issued completely free of charge and for a period not exceeding three years.
Step 6
After receiving a second permit, you are obliged to complete the construction started and put it into operation.
Step 7
If the housing commission has issued you with an act that construction has not yet begun, then, in principle, there is nothing to extend. You will have to get permission based on general rules. To do this, it is necessary to draw up a fresh project and a sketch of the building and engineering and technical communications, go through all instances for its approval and, on the basis of this, obtain a building permit.
