A child receives a passport of a citizen of the Russian Federation at the age of 14. To travel outside the country, a passport must be issued starting from birth. Since the records in the documents of the parents are completely insufficient to successfully pass customs control and cross the border. In order for a child to issue a passport, it is necessary to contact the FMS with the documents.

Instructions
Step 1
To get a passport for a child, contact the Federal Migration Service. Fill out the application form of the unified form and the questionnaire, which is offered to fill out to all citizens traveling abroad and drawing up documents that allow them to cross the country's borders.
Step 2
If your child is under 14 years old, then all the documents must be drawn up by the parents. In their absence, guardians, legal representatives or notarized trustees can apply to the FMS. The presence of the child is not required.
Step 3
If a child is 14 years old and has a passport of a citizen of the Russian Federation, then he must be present when submitting an application and filling out a questionnaire, but parents, guardians, legal representatives or their notarized trustees are required to contact the specified service together with the child. Since, according to the law of the Russian Federation, a child under 18 years of age is an incapacitated person and cannot be held responsible for legal actions performed.
Step 4
To issue a passport for a child from 14 years old, present the child's birth certificate and a photocopy, the child's passport of the Russian citizen and a photocopy of all its pages, your civil passport and a copy of all its pages, 2 photos 3, 5X4, 5. Photos must be made on matte paper in an oval. The submitted photos will remain in the FMS archive. Additionally, the child will be photographed at the Federal Office of the Migration Service in order to paste them into the passport. If the minor already had a passport, then present its original and a photocopy.
Step 5
To apply for a passport for a child under 14 years old, present all the specified documents. You will not only need a general civil passport of a minor, since it simply does not exist yet.
Step 6
To obtain a passport for a child of any age, present a certificate of form number 9 about registration. After 30 days, you will receive a ready-made passport.
