By registering a leased land plot, you will be able to sell it, donate it, exchange it, that is, you will be able to dispose of it at your own discretion. The land lease agreement does not give such rights, since the owner in this case is the local municipality. In order to re-register the land as property, it is necessary to prepare a number of documents.

Step 1
Contact your municipality office and apply.
Step 2
To fill out the application form, contact the center of the cadastre of unified land registration and cartography. Check immediately the date of arrival of the cadastral engineer.
Step 3
At the time specified by the cadastre center employee, expect an engineer who will conduct a land survey, topographic survey and draw up a plan of the area. Get technical papers from a specialist and with them contact the center for unified registration of land plots. The plot will be registered and a cadastral passport will be issued for it. Take an extract from the cadastral passport and a copy of the cadastral plan, make photocopies of the extracts received, present these papers to the local administration.
Step 4
Register property rights, the basis for registration will be the decree of the head of the district administration. Before registering property rights, if the order indicates the amount to be paid, make the payment and provide a copy of the receipt to the administration. If you have never re-registered a land plot from lease to ownership before, then registration of property may be free of charge.
Step 5
Contact the Federal Office of the State Registration Center, take the following documents with you: a decree, a copy of the cadastral plan, an extract from the cadastral passport and a receipt. Write a statement, provide documents with it.
Step 6
After 30 days, contact the Federal Office of the State Registration Center and receive a certificate establishing the ownership of the plot of land for you.
