To confirm that the child is a citizen of Russia, the parents should have received an insert of citizenship. Without this document, travel abroad was not allowed, and the children did not fit into the passport to their parents.

Instructions
Step 1
In accordance with the Decree of the President of the Russian Federation No. 1325 of November 14, 2002, every child under the age of 14 was supposed to be issued an insert of citizenship in addition to a birth certificate. The insert proved the identity as a citizen of Russia, which allowed the parents to freely export the baby abroad. The insert was issued upon a written request from the parents. Also, in order to obtain this document, it was necessary to submit the following documents to the regional authorities of the migration service: an extract from the house register, a child's birth certificate and its copy, copies of the parents' passports. The insert was dispensed literally within 2-3 days.
Step 2
However, not all parents knew about the need to have such an insert for a child. And often there were situations when a trip abroad was disrupted due to the fact that a citizenship insert was not issued for a child. Therefore, in February 2007, the corresponding Resolution of the Government of the Russian Federation was adopted to abolish the issuance of inserts and replace them with a stamp on citizenship. This seal is put there, in the migration service, on the back of the birth certificate.
Step 3
According to the Order of the Federal Migration Service of the Russian Federation No. 68 of March 19, 2008, the parents of a child who was born in the Russian Federation and who is a citizen of Russia by the fact of birth are obliged to certify this fact at the first request. Officials of the FMS of Russia certify by affixing such a stamp. You can get a mark on the citizenship of a child either at the place of residence of the parents, or at the place of birth of the child, or at the place of actual residence of the family.
Step 4
Parents of those children who still have a citizenship insert must replace it with the appropriate stamp on the birth certificate. But you need to do this only for a child who has not yet reached the age of 14.
