6. Consent of the second parent, who is a foreign citizen. The consent must be notarized.

7. Receipt for payment of the state fee.

If the child's citizenship is accepted at the same time as one of the parents who is not a citizen of Russia, it is necessary to write an application to the FMS of Russia The application must be accompanied by:

1. Birth certificate, as well as a copy. The copy must be certified by a notary.

2. A copy of the residence permit of the non-Russian citizen parent, where the child must be registered.

3. Certificate of payment of utilities for the child.

4. Passport of a non-Russian parent.

5. Two photographs 3x4 cm.
