I am registered in the Ulyanovsk region, when I actually live in St. Petersburg. This year I got married and the question arose of changing my surname and, accordingly, all documents. I was worried that the procedure would be long and unpleasant. But everything turned out differently.
Having submitted an application electronically through the State Service portal, my application was accepted within a few days. After 3 weeks, I was invited to the nearest department, where I signed the application, gave me my passport and 2 photographs. Asked to come in an hour.
An hour later I came and they handed me my brand new passport. The employees of the department were very polite and friendly. It always seemed to me that the newcomers were not treated very well, but here everything turned out to be at the highest level. Thus, I replaced all the necessary documents. The process is fast enough.
Therefore, do not be afraid to contact the MFC and the Federal Migration Service, this is your right under the law. And if some employee decides to restrict your rights, you can always contact the prosecutor's office, providing a written refusal to provide services. The law will be on your side, whatever one may say.
