Every citizen of the Russian Federation has the right to issue a foreign passport not at the place of residence (registration), but at the place of actual stay. To do this, you need to contact the nearest department of the Federal Migration Service in advance and obtain registration.
Instructions
Step 1
To register at the place of stay, you will need the consent of the owner of the apartment where you are currently living. The two of you, taking with you civil passports, a certificate from the house management about the composition of the family and the number registered there, go to the nearest division of the Federal Migration Service (FMS). If the owner of the apartment is alone, the presence of the rest of the registered persons and their permission is not required. If the housing is in shared ownership, all owners are obliged to go with you to the FMS. This does not apply to non-privatized apartments. It requires not only the consent and presence of all registered, but also permission from the house management to move in another tenant.
Step 2
After registering, you have two options. The first one is to order a foreign passport via the Internet. The second is to contact the FMS directly.
Step 3
To order a passport for traveling abroad via the Internet, register on the website of public services. Please enter a valid email address there. A letter will be sent there with a code and a description of the further process of creating an account. After receiving it, enter the code in your personal account on the website and enter your real mobile phone number. Another password will be sent to it. Enter it in the special window and indicate the address of the place of registration. In two or three weeks you will receive an envelope with an access code to the site. This is the final stage of verification, thus you will confirm the correctness of all the specified information.
Step 4
After obtaining full access, fill out the application form for obtaining a foreign passport on the website. Attach a photo of 3, 5 by 4, 5 cm to it. Three weeks later, after checking all the information specified in the questionnaire, a representative of the FMS will contact you and ask you to come to the unit closest to the place of registration. If you ordered the registration of an old-style document, you can get it immediately. And when applying for a biometric passport after the first visit, you will have to wait another three to five days.
Step 5
If the first method is not possible, make a foreign passport by directly contacting the territorial office of the FMS. To do this, come there with a set of documents, a list of which can be viewed on the website of the head office of the Federal Migration Service, and a passport application form for traveling abroad. The securities will be accepted, sent for verification to the Federal Security Service, and after its positive response, the coveted document will be prepared. This process usually takes a month. But during the peak season - spring and summer - two may be needed.
