Step 1

In the event that you do not have registration at the place of residence, and you urgently need to exchange your passport (for example, in the case of marriage or upon reaching the age when passports are exchanged), contact the department of the passport and visa service at the place of actual residence, where you will be required to have the following documents:

- the passport that you want to exchange;

- a statement in which the reasons for replacing the passport must be indicated (form 1P);

- birth certificate (original and copy);

- certificate of marriage, if the replacement of the passport is carried out in connection with marriage and change of surname (original and copy);

- 2 passport photos (size 3, 5 × 4, 5 cm);

- a receipt for payment of the state duty.

In this case, the period for replacing the passport will be at least 2 months. But this period will not seem so burdensome to you, since if you refuse to issue a new passport, you will be obliged to pay a large administrative fine - up to 25 minimum wages.

Step 2

If you have been at the place of actual residence for 90 days or more, then try to get the consent of the persons who provided you with housing (the owners of the house or apartment you are renting, the hotel administration or relatives who sheltered you for a while) and issue a temporary registration according to the old passport.

Step 3

Contact the office of the passport and visa service, where you can submit all the necessary documents. The processing time is also 2 months, however, if you have a temporary registration, then you can issue both a passport and a driver's license, if necessary.

Step 4

It should be noted that in both cases it is very difficult to get a job under a contract or an official staffing table, since getting a new TIN and a new SNILS card in a city in which you do not have registration, the employer can help you exchange SNILS, by contacting the PF at the place of your actual location.
