It is possible to privatize an apartment free of charge until 2015; moreover, the Moscow authorities have created a so-called “one window” service in all housing and communal services. Therefore, the privatization procedure can now be significantly shortened. It is enough to prepare the necessary documents and contact the Office of the Housing Department for your district.

Instructions

Step 1

Contact the Office of the Housing Department (department of privatization and registration of property rights), having with you all originals of identity documents, with photocopies (for family members over 14 years old) and birth certificates. At the initial appointment, if you registered in the privatized apartment (house) not earlier than 1991-01-09, you also need to bring a certificate confirming the fact that you did not use the right to privatization before, and an extract from the house book for the period from 1991-01-09 and until the moment of registration at your current address.

Step 2

You need to sign an application for the preparation of the relevant documents for privatization in the "one window" mode, a sample of which will be provided by the housing department. You will need to pay for the paperwork, after which you will be given a receipt, and a record will be made in the application log that your application and documents have been accepted.

Step 3

What happens next. Employees of the privatization department form requests to the BTI, as well as other housing organizations, which, upon these requests, send the necessary documents to the housing department.

Step 4

When all the documents for privatization have been received and checked by the employees of the privatization department, you will be invited in order to draw up an agreement on the transfer of housing into ownership. This agreement must be signed by all members of your family over the age of 14 who are registered in your living quarters. Do not forget to take the receipts for payment of state fees with you. When all signatures have been affixed, an entry will be made in the transfer agreement register that the agreement has been concluded.

Step 5

You can transfer the ownership transfer agreement for state registration on your own or by contacting the employees of the housing department. When the contract is registered with the regional service, it will be returned back to you through the "one-stop shop" service at an additional cost.

Step 6

In the event that you want to register the contract by power of attorney, the employees of the housing department will send the documents in due order for registration. At the end of the registration process, all members of your family over 14 years old with birth certificates and passports will be invited to the privatization department, where you will receive the documents back.
