And this does not mean at all that a judge with his high status cannot be brought to disciplinary, administrative or criminal liability under any pretext. Judges (world and federal) can be brought to disciplinary responsibility by one of the bodies of the judicial community - the qualification collegium of judges. Judges of the Supreme and Higher Arbitration Courts of the Russian Federation are involved by the Higher Qualification Collegium of Judges of the Russian Federation. And judges of the Constitutional Court of the Russian Federation are brought to disciplinary responsibility by the decision of the same court.

A judge is subject to this responsibility only if he violates the norms of the Law of the Russian Federation "On the Status of Judges in the Russian Federation" or the provisions of the Code of Judicial Ethics. At the same time, the qualification collegiums check the complaints and reports of violations committed by the judge from any person who applied to them. The result of the inspection carried out by them in relation to the judge may be imposed a penalty in the form of a warning or a decision on the early termination of the judge's powers.

Step 2

In order to bring any judge to administrative responsibility, a representation of the Prosecutor General of the Russian Federation is required. It is submitted to the Supreme Court of the Russian Federation if judges of the Supreme, Constitutional, Supreme Arbitration Courts and courts of the constituent entities of the Russian Federation are involved. If we are talking about judges of courts of general jurisdiction, then the submission goes to the court of the corresponding constituent entity of the Russian Federation.

Step 3

The decision to initiate a criminal case against a judge is made only by the Chairman of the Investigative Committee of the Russian Federation. The Constitutional Court of the Russian Federation must give its consent to bring a judge of the Constitutional Court of the Russian Federation to criminal liability. The respective qualification collegiums of judges give their consent to the involvement of judges of the Supreme and Higher Arbitration Courts, courts of constituent entities of the Russian Federation and other courts of general jurisdiction.

In criminal cases, a special procedure is applied to this category of persons.
