Instructions
Step 1
Your sister can personally apply to the FMS, fill out an application for deregistration, present a passport of a citizen of the Russian Federation. She will be discharged on the day of treatment, a departure sheet will be given and a stamp will be put in the passport, confirming the fact of deregistration.
Step 2
If for some reason your sister cannot independently apply for deregistration, she can contact the FMS or the passport office for registration at a new place of residence. Authorized employees of these departments will make a request to the FMS at the same address. After 1 month, she will be registered at a new address and automatically removed from the registration at her previous place of residence.
Step 3
Your sister can give you a notarized power of attorney, on the basis of which you will be able to discharge her from the apartment without being present in person. To deregister, contact the FMS, fill out an application, present your passport and a notarized power of attorney. On the same day, she will be removed from the registration register.
Step 4
If your sister does not live in your apartment, does not participate in paying utility bills, but does not want to sign out on her own and does not issue you a notarized power of attorney, apply to the arbitration court. Submit proof that she has not lived for a long time and does not participate in the payment of utility bills, which are charged in accordance with the number of registered tenants, if metering devices are not installed.
Step 5
Use the testimony of witnesses, neighbors, registered citizens in your apartment as evidence. If the sister is imprisoned, show a copy of the court order. On the basis of an order issued by the arbitration court, you can remove it from the register. To be discharged, contact the FMS, fill out an application, present your passport and a court order.
Step 6
If the sister is registered temporarily, you have the right to apply to the FMS with an application and remove her from registration without waiting for the deadline for the end of registration specified in the application when registering.
