Step 1
The biggest difficulties when registering with the employment fund arise with an income statement. This certificate must be filled in according to the form provided by the Center of Service Providers. You need to contact your city's employment center and ask for a blank income statement to fill out.
Step 2
Ask your employer to fill out an average wage certificate form for the last 3 months. Be sure to check for the signature of the head of the enterprise, the signature of the chief accountant (if there is no accountant in the staff of the enterprise, the signature for the accountant must be put by the head with a note of acting). In the upper corner of the certificate, the details of the organization should be indicated - TIN, legal and actual address.
Step 3
If you have not worked anywhere in the last year, you will only need to submit to the Employment Fund a passport and a document on education. In this case, the income statement is not filled out, due to the lack of such.
Step 4
Submit the entire package of documents to the CPC; if the service specialist does not find errors when filling out the certificate, you will be registered as unemployed. You will need to check in with a health center specialist 2 times a month. Within 10 days after registration, you will be offered vacancies that are in the job bank of the employment service. If there are no suitable vacancies, you will be officially declared unemployed.
Step 5
You can register with the CPC not only in order to find a vacancy, but also to receive a subsidy for starting a small business. In 2011, the amount of the subsidy was RUB 58,800. To obtain it, you will need to provide the entire package of documents and write a business plan for your future enterprise. If the commission approves your business plan, you will be given a subsidy, but you will be removed from the register as unemployed.
