In Art. 2 of the Federal Law of July 25, 2002 "On the Legal Status of Foreign Persons in the Russian Federation" states that a temporary residence permit (RVP) is a confirmation of the right of a citizen of another country to temporarily reside in the Russian Federation until a residence permit is obtained. On January 15, 2007, a new procedure for obtaining a TRP was introduced.

Necessary

  • - certificates confirming that a citizen of a foreign state has no HIV infection, drug addiction and other infectious diseases

Instructions

Step 1

If you are a foreign citizen and stateless person and are on the territory of the Russian Federation, then collect and submit to the territorial department of the FMS an application for the issuance of a temporary residence permit. It should be issued taking into account the quota determined by the Government of the Russian Federation every year, including for CIS citizens. A TRP can be issued to you without taking into account the quota in the following cases:

- if you were born on the territory of the Russian Federation and were in the past in the citizenship of the USSR or were born on the territory of the Russian Federation;

- recognized as disabled and have a capable son or daughter who is a citizen of the Russian Federation;

- you have one disabled parent who is a citizen of the Russian Federation;

- are married to a citizen of the Russian Federation who has a place of residence in Russia.

Step 2

To obtain a temporary residence permit, you need to collect a whole list of documents and certificates, write a huge number of applications, among them you need to provide:

- documents that confirm identity and citizenship, such is the passport of the country of which you are a citizen or a passport;

- a document issued by the competent authority of a foreign state confirming the birth of a foreign person;

- a document confirming the financial independence of a foreign citizen, which will ensure his residence on the territory of the Russian Federation.

Step 3

Apply for a visa or migration card with registration and prepare a certificate confirming that a citizen of a foreign state has no HIV infection, drug addiction or other infectious diseases; other documents that need to be provided depending on the specific situation.

Step 4

The Government Decree of November 1, 2002 No. 789 states that all documents drawn up in a foreign language are translated into Russian, and their translation must be notarized.

Step 5

The submitted application must be registered with a registration number. Further, a document is issued confirming the acceptance of the application for consideration. The term for its consideration does not exceed two months from the date of submission of the application and all the necessary documents.
