Step 1

Contact the administration of the municipality regarding the provision of a land plot in ownership. Write a statement addressed to the head of administration in the prescribed form. The administration has a special commission on land issues. Your application is submitted for its consideration. After that, the administration will send you a written answer that the plot can be provided to you, for this you need to draw up a land management (land survey) file.

Step 2

Contact an organization dealing with land surveying. It can be found through advertisements in newspapers, on the Internet, you can ask neighbors and acquaintances. Write an application for land surveying, attach a written response from the administration to it; provide other documents if required. Then you are assigned a day when a land surveying specialist will leave for your site. It is better that on this day, when the specialist leaves, the neighbors of adjacent areas and representatives of the administration of the settlement are present, in order to avoid further disagreements about the establishment of boundaries. Then, within the period appointed by the specialist, a land survey is drawn up. The compilation time can be from two weeks to two months, depending on the thickness of your wallet. That is, the faster you need to complete the documents, the more expensive the cost of land surveying services will cost you.

Step 3

Sign the act of delimiting land plots with the owners of neighboring plots, as well as with the district administration. Copies of this document will be given to you in the same organization where you ordered the land survey. The delineation of land plots will be included in the land survey. Provide one copy of the completed case to the administration of the municipality. On the appointed day, you will be given a resolution of the administration on granting you ownership of the land plot.

Apply with the resolution of the administration and a copy of the boundary file to the territorial department of the Office of the Federal Agency for the Cadastre of Real Estate Objects to draw up a cadastral passport for the land plot. Contact the Committee for the Management of Municipal Property with the resolution of the administration on granting you ownership of the land plot, the cadastral passport of the land plot, a copy of the land survey file, and a certificate of assigning the postal address to the house. KUMI is obliged to conclude a sale and purchase agreement with you, since according to the current legislation, you must buy land from the state. When calculating the price of the contract, the cadastral value of the land plot is multiplied by the approved percentage established for this category of land on the date of the contract.

Step 6

Pay the cost of the land plot specified in the purchase and sale agreement. After providing the receipt of payment, sign the deed of transfer for the land plot, drawn up in several copies. Now your ownership of land is subject to state registration with the Office of the Federal Registration Service. Provide the registrar with the contract of sale of the land plot, one copy of the deed of transfer, the cadastral passport of the plot, and a receipt for payment of the state duty. Check the detailed list of documents before submitting them to the UFRS. The registrar will issue you a receipt for the documents, appoint the day when the registration will be completed. If everything is done correctly, at the appointed time you will finally receive a certificate of ownership of the land plot.
