The Constitutional Court is the highest judicial and supervising body of the state and monitors the implementation of legislation of all types. It consists only of judges of the highest category with an impeccable reputation and extensive experience in jurisprudence.
The Constitutional Court forms the basis of the legal system of any state. The functions of this authority in Russia until 1989 were performed by the Congress of People's Deputies and the Constitutional Supervisory Committee. In mid-1991, the Constitutional Court was finally formed and judges were elected, who from that time were responsible for monitoring the implementation of Russian legislation. Over the next 10 years, this body underwent significant changes, numerous amendments and improvements were made to its charter, the number of judges included in its composition changed several times.

When the law on the formation of this controlling body in the Russian Federation was adopted, it was decided that it will include 13 judges who have proven themselves in the process of serving the law as principled, incorruptible and just servants of Themis. However, by the decision of the first president of Russia, its operation was suspended and resumed only after a complete revision of not only the charter of the body, but also its powers.
According to the new order, 19 lawyers entered the Constitutional Court, and this order has been preserved to this day. The chairman is appointed on the recommendation of the President of Russia, only from among the working judges, after the approval of the collegium. In his subordination are two deputies, each of whom is assigned certain responsibilities. The right to hold the office of the chairman of the court or one of his deputies is given for a period of 6 years, but after its termination the candidate may be re-elected. The term of work of a simple judge in this authority is not limited by the time frame, but there are age restrictions - a judge cannot be younger than 40 and older than 70 years.
What are the requirements for a candidate for the office of a judge?
A candidate who can be admitted to work in the Constitutional Court must have a higher legal education, have worked in the field of jurisprudence for at least 15 years, without any complaints, reprimands or remarks. His track record must include encouraging awards, certificates, gratitude.
In the selection process, preference is given to those who have experience in refereeing in criminal, peace and administrative cases. The selection is carried out by the chairman of the constitutional court, on the basis of the documents provided and personal conversation, after which the candidacy is considered by the entire panel of judges, on the basis of which a decision is made on the approval or rejection of the candidacy.
