Instructions

Step 1

Please note: only appeals (from associations) or complaints (from individuals) can be sent to the Constitutional Court (hereinafter referred to as the CC). The Constitutional Court does not consider applications, petitions, inquiries, etc.

Step 2

The text of the appeal (complaint) to the Constitutional Court must indicate: - the name of the applicant (full name of the citizen), legal address (or registration address), number of the registration certificate (passport data). If your representative will carry out your interests in the COP, then you will need to indicate all the necessary information about him;

- name and legal address of the authority that issued the act, which must be checked;

- exact data on the act to be verified (title, number of the act, date of adoption and entry into force, source of publication);

- specific references to the Constitution of the Russian Federation, giving grounds for considering an appeal (complaint) to the Constitutional Court;

- the position of the applicant on this issue and its justification with reference to the articles of the Constitution of the Russian Federation;

- a request or demand in connection with an appeal (complaint) to the Constitutional Court;

- a list of attached documents proving the validity of the appeal (complaint).

Step 3

The list of documents sent to the Constitutional Court may include: - the full text of the act, which is subject to verification, or articles of the Constitution, subject to interpretation;

- a power of attorney confirming the authority of the person representing your interests in the Constitutional Court;

- document confirming the payment of the state duty;

- Apostille of documents in foreign languages required for consideration of the appeal (complaint).

Step 4

Attach, in addition to the specified documents, to the appeal (complaint) a certified copy of the official act, which confirms the application of the contested act when resolving the case. Contact the official or body that reviewed the case for it. You can apply to the Constitutional Court with an individual or collective complaint (appeal).
