An internal passport in the Russian Federation is issued in accordance with instruction No. 605 and its revision dated 4.04.02, approved by the Ministry of Internal Affairs. To obtain a Russian passport, you must collect a number of documents and contact the Federal Migration Service.
It is necessary

Instructions
Step 1
If you are over 14 years old, then in order to obtain a passport you will need a birth certificate, a unified application written in person with an FMS employee, a receipt for payment of the state duty for processing a document, 4 photos of 4, 5x3, 5. You must submit documents within 30 days after reaching the specified age.
Step 2
If you are 25 or 45 years old, this is the established age for changing your passport, then contact the FMS. Fill out the application, present a replacement passport, 4 photographs, a certificate from the place of residence about the composition of the family, a marriage or divorce certificate, a birth certificate of all your minor children.
Step 3
45 years is the last date when you should replace the passport of a citizen of the Russian Federation. A change of document can be carried out only if you have changed your personal data, lost your passport or the document has become unusable due to various reasons.
Step 4
The timing of issuing a new passport may vary. The deadline for registration is 10 days. If you change your passport not at the place of registration or in another region, then the time for processing the document can be 2 months. During this period, all your data on all databases is checked, so for this period you have the right to receive a temporary certificate proving your identity. The certificate is issued on a unified form 2P.
Step 5
If you have changed your personal data in order to issue a passport, present a new birth certificate or a certificate from the vital statistics department, a certificate of family composition, 4 photographs, a marriage or divorce certificate, a birth certificate for all children, a receipt for payment of the state duty, a unified statement forms written in the migration service.
