Step 1
The conditions for leaving the Russian Federation are enshrined in the law "On the Procedure for Entry and Exit from the Russian Federation". If a child goes on a trip outside Russia in the company of one of the parents, then the consent of the other parent is not required. A minor tourist can leave the Russian Federation accompanied by one or both parents, accompanied by a third person or independently.

If a minor child travels alone, then in addition to his personal foreign passport and birth certificate, he must have a notarized consent to travel outside the Russian Federation from both parents or from persons replacing them (guardians, trustees, adoptive parents).
Step 3
Countries have the right to establish their own rules for the exit and entry of foreign citizens. Therefore, it is necessary to take into account that, in addition to consent to leave the Russian Federation, a minor traveler may need consent signed by both parents upon entering the Schengen area. If the child is being raised by one parent, the absence of the other parent must be documented. This type of documents includes a decision on deprivation of parental rights, a certificate from the Ministry of Internal Affairs about the lack of information about the parent's place of residence, a death certificate, for single mothers a certificate from the registry office (form 25).

The consent itself must be legally formalized and meet the requirements of the host state. As a rule, the agreement indicates the exact dates and purpose of the trip, the name of the countries that the minor child intends to visit. If the child is traveling with a third person, then this information is also reflected in the consent.
Step 5
Many Schengen countries may ask for a notarized translation of the consent into the host language. These countries include Germany, the Netherlands, France. It is for this reason that, before traveling to another country, it is necessary to collect complete information about the documentary requirements when crossing borders. If necessary, seek clarification from the relevant embassy or consulate.
Step 6
There is a gap in the current legislation regarding the validity period of consent to leave. Many are trying to apply the power of attorney's validity period to it, which is fundamentally wrong, since this is a completely different document with a different meaning.
Step 7
In theory, consent to the departure of a child can be issued for a period up to the age of eighteen. In practice, due to disputes related to the validity period of consent to leave, notaries, acting within the framework of the explanations and recommendations of the Notary Chamber of the Russian Federation, certify consent for up to 3 months. If objectively necessary, the period of validity of the consent may be increased.
