Social Insurance Fund of the Russian Federation
If an individual entrepreneur hires employees, then he has the obligation to register with the Social Insurance Fund of the Russian Federation (FSS RF) as an insurer. The registration procedure is governed by the following normative acts: The procedure for registration with the territorial bodies of the FSS of the Russian Federation, approved. By the Decree of the FSS RF dated March 23, 2004 No. 27; The procedure for registration and deregistration with the FSS of the Russian Federation; Administrative regulations of the FSS RF, approved by Order of the Ministry of Health and Social Development of Russia dated September 20, 2011 No. 1054n.
It is necessary to submit an application for registration to the branch of the FSS of the Russian Federation within ten days from the date of the conclusion of an employment contract with the first employee, the entrepreneur must submit an application at his place of residence.
An individual entrepreneur - an employer who has entered into employment contracts is obliged to register as an insurer for two types of compulsory social insurance:
- in case of temporary disability and in connection with motherhood;
- and from industrial accidents and occupational diseases.
If an individual entrepreneur has concluded contracts of a civil nature, then he is registered as an insurer against industrial accidents and occupational diseases. At the same time, a condition on compulsory insurance must be included in the contract.
An application for registration as an insurer of an individual is drawn up by an entrepreneur in the form that is given in Appendix No. 2 to the Administrative Regulations of the FSS of the Russian Federation. The application can be submitted both in writing and in the form of an electronic document. The application is accompanied by a certificate of the OGRN, TIN, work books of employees, civil law contracts.
Based on the application and the attached documents, the territorial body of the FSS of the Russian Federation, within a period not exceeding five working days from the date of receipt of the last of the necessary documents, registers an individual entrepreneur as an insured, assigns him a registration number and subordination code and gives the insured registration notification.
Pension Fund
In the Pension Fund of the Russian Federation, an individual entrepreneur is registered as an independent economic entity (immediately upon registration), paying insurance premiums from his income and, as an employer using the labor of hired workers and making payments in their favor (upon application).

An entrepreneur must register with the PFR authorities within 30 days from the date of conclusion of employment contracts. The package of documents for registration is similar to the package for registration with the FSS of the Russian Federation.
Then the policyholder, on a quarterly basis, no later than the 15th day of the second calendar month following the reporting period, submits such information about each insured person working for him as the insurance number of the individual personal account, full name, periods of work, the amount of earnings.
Registration for the purpose of compulsory medical insurance is carried out in the FIU. Control over the registration and deregistration of policyholders is carried out by the territorial bodies of the PFR, which submit the relevant data to the territorial CHI funds.
