The exception is those cases when an employee requires a certificate after dismissal. His statements are often ignored, so the only way out is to contact the competent authorities. If the employee's labor activity has already been terminated, then you can not apply for the issuance of a certificate personally to the entrepreneur, but send it in a valuable letter with acknowledgment of receipt, a list of attachments to confirm the actual submission in the future.
