Registration of citizens of the Russian Federation is carried out on the basis of Decree of the Government of the Russian Federation No. 713. In order to issue a permanent or temporary registration, it is necessary to apply to the Federal Migration Service within seven days after changing the place of residence.

- - notarial permission from all owners or tenants (or their personal presence during registration);
- - permission from the second parent (if registration is made at the place of residence of one of the parents);
- - certificate from the place of residence of the second parent.
Instructions
Step 1
Contact the FMS or the passport service of the housing department. Fill out the application in the presence of an authorized employee of the specified services. Present a general civil passport, a departure sheet if you are registering for a permanent place of residence, documents of title to housing. This can be a certificate of ownership, a social contract.
Step 2
If you are registering not for your own living space or in an apartment obtained under a social tenancy agreement, then you will need the personal presence of all owners or tenants of housing. It is also possible to obtain a notarial permission for registration if the owners or tenants cannot be personally present at the registration. If you do not have a departure sheet, then on the basis of the submitted documents and an application, the FMS will make a request to remove you from the registration at your old place of residence and issue a registration at a new address.
Step 3
After three days, you will be stamped in your passport for registration. If you did not have a departure sheet, then the terms of registration can be significantly delayed.
Step 4
For temporary registration, you do not need to leave your previous place of residence and have an address sheet of departure. Temporary registration is carried out at the place of temporary residence and automatically ends upon your departure or upon the expiration of the terms specified in the application for registration.
Step 5
To register a minor citizen of the Russian Federation, you do not need to obtain a notarial permission from the owners or tenants of housing. Also, their personal presence is not required. The fact of your registration in the living space is enough for your child under 18 years of age to be registered on it. But at the same time, you must have written permission from the second parent, if registration is carried out at the place of residence of one of the parents, a certificate from the place of residence of the second parent, a birth certificate, documents of title to housing, a house book (for the private sector).
