Any organization cannot easily hire foreign citizens without special permission. First you need to go through a number of procedures and draw up a package of documents. Initially, the employer must submit to the district employment center information about the availability of vacancies. 30 days after the data on vacancies are entered into the database of the employment center, you can submit documents to the migration service to obtain permission to hire foreign citizens for work.

Step 1
If there are no reasons for refusal, then the permit is issued within thirty days from the date of submission of the package of documents.
After obtaining permission, you must register with the migration service, as an employing organization that draws up invitations for the entry of foreign citizens.
Only then can you issue an invitation to enter for the purpose of employment. To do this, you need to submit a package of necessary documents to the Federal Migration Service and an invitation will be issued within 10 days.
Step 2
Further, on the basis of an invitation, a foreign citizen issues a work visa at the Consular Section of the Russian Federation. After the entry of a foreign citizen into the territory of Russia, a labor or civil law contract is concluded with him for the duration of the permit. Within three days from the moment of entry, a foreign citizen must be registered with the migration service.
The employer must notify the migration service of the constituent entity of the Russian Federation, the state labor inspectorate and the tax authorities at the location of the conclusion of an employment agreement with a foreign citizen.
After that, you need to extend the validity of the work visa for the period of the work permit.
Step 3
Citizens of foreign countries who came to Russia on a visa-free basis can independently apply for a work permit.
Having received a permit, a foreign citizen can conclude an employment contract with any employer. The employer is obliged to notify all necessary state bodies about the conclusion of such an agreement.
