Step 1
To register the ownership of a house under construction, take care of the title documents. First of all, about a permit for the construction of an object. To obtain it, contact the administration of your locality.
Step 2
In addition, you must have an act on the provision of a land plot to a citizen. Get it from your local government office. However, if your applicant's right was registered earlier in accordance with the Federal Law "On State Registration of Rights to Real Estate and Transactions with It", then you can do without an act.
Step 3
Another mandatory document for ownership is the technical passport of the facility under construction. To issue it, contact the district BTI (Bureau of Technical Inventory) or the design and inventory of the city management of inventory and real estate appraisal.
Step 4
Also get a cadastral plan of the land plot, which is issued in the district department of the Rosnedvizhimost Office or in the district department of the Federal State Administration of the Cadastral Chamber. If there is no branch of the Chamber in your locality, go to the district department of the Committee on Land Resources and Land Management. A cadastral plan is not needed when the right to a land plot is registered in accordance with the Law "On state registration of rights …".
Step 5
After collecting the documents listed above, submit them to the department of the Federal Registration Office, pay the state fee and write an application for state registration of property rights. Attach the receipt for payment of the state fee to the package of documents.
Step 6
To register an apartment in private ownership in a building under construction, collect the following package of documents: an agreement with a construction company, a certificate of assigning a cadastral number to an object, an apartment transfer and acceptance certificate, an apartment plan with an explication, an extract from the unified state register of capital construction objects, a receipt for payment of the state duties, identity documents.
