To obtain permanent registration (it is also called registration at the place of residence or the old-fashioned permanent registration and simply registration), you must submit your passport or other identity document, a completed registration application and confirmation of rights to settling in.

- - documentary basis for moving into the housing where you are registered (certificate of ownership, social tenancy agreement, court decision or other document, for example, an agreement for the gratuitous use of residential premises);
- - address sheet of departure (optional).

Step 1
If the apartment or house where you are registering belongs to you, the basis for moving in is a certificate of state registration of ownership (obtained after buying an apartment in the local administration of Rosreestr), and in some cases - a court decision.
When moving into state or municipal housing, this role is played by a social rental agreement, and in a property belonging to another person - by a contract for the free use of a residential premises or another document, depending on the situation.
Step 2
You can take the application form for registration at the place of residence at the FMS department, the passport office of the housing office, or download it on the Internet, for example, on the Gosuslugi.ru portal. If you are registered on this portal, after authorization, you can submit an application from it via the Internet, and then wait for the email and, within three days after receiving it, appear at office hours at the FMS with the entire set of missing documents.
Step 3
If you have already deregistered at your previous place of residence, you must bring the departure slip issued during this procedure. However, if it is lost, it's okay: the absence of a departure sheet is not a reason for refusing registration.
If you haven't been deregistered, that's not a problem either. You will have to fill out a tear-off coupon for the application, and when filling out an application on the Internet, make the appropriate mark and enter the required additional values.
A passport with a stamp on registration at a new place of residence should be handed over to you three days after receiving a set of documents, and when filling out an application on the Internet - on the day of application.
